Chairman of the Halk Maslahaty of Turkmenistan met with the Director of the Resident Mission of the Asian Development Bank in Turkmenistan

On May 17, 2025, the National Leader of Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov had a working trip to Arkadag city.
As part of the working visit, the National Leader of Turkmen people met with the Director of the Resident Mission of the Asian Development Bank in Turkmenistan, Artur Andrysiak.
The Director of the ADB Resident Mission in Turkmenistan expressed sincere gratitude to the Chairman of the Halk Maslahaty of Turkmenistan for the time devoted to the meeting and confirmed ADB’s intent to expand fruitful cooperation with Turkmenistan.
The National Leader of Turkmen people, warmly welcoming the head of the respected international financial organization, emphasized that ADB, as a long-standing and reliable partner of Turkmenistan, holds a special place in the context of relations with international financial institutions.
The Partnership Strategy with Turkmenistan for 2024-2028, approved by the Board of the Asian Development Bank and endorsed by the Government of Turkmenistan is of great importance. The Chairman of the Halk Maslahaty of Turkmenistan noted that this document is the basis for further development of bilateral cooperation.
The National Leader of Turkmen people confirmed the readiness of the Government of Turkmenistan to closely cooperate with the ADB for the practical implementation of this strategy.
In addition, emphasizing that ADB provides technical assistance to Turkmenistan in various sectors for a total of US$12 million, the Chairman of the Halk Maslahaty of Turkmenistan focused on new opportunities for the development of bilateral relations. In this regard, Turkmenistan’s wish to expand areas of cooperation with the Asian Development Bank was noted.
The head of the Asian Development Bank’s Resident Mission in Turkmenistan emphasized that it is a great honor for ADB to participate in investment projects implemented in Turkmenistan, which follows the path of harmonious development and has significant economic potential, in particular, in the innovative Arkadag city, built on the basis of the smart city concept.
A.Andrysiak also proudly emphasized that this year, declared the International Year of Peace and Trust at the initiative of Turkmenistan, marks 25 years of cooperation between ADB and Turkmenistan. As noted, the partnership between Turkmenistan and ADB is exemplary.
The National Leader of Turkmen people expressed confidence that the document signed today will present vast opportunities for effective cooperation in the field of renewable energy sources in order to introduce energy-saving intelligent technologies. Also, the Chairman of the Halk Maslahaty of Turkmenistan, noting the importance of partnership in achieving common goals, emphasized that comprehensive support will be provided in the implementation of joint initiatives and projects, wishing success to the leadership and staff members of this resected international financial structure.
In this regard, taking into consideration that the National Leader of Turkmen people attaches great importance to improving the activities of healthcare institutions, a proposal was put forward to open a training center for nurses of medical institutions here, which is the result of the successful work of the Vice President for Medical Activities of the Charity Fund for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov O. Atabayeva.
The National Leader of Turkmen people, highly apprasing the level of bilateral relations, noted that as a result of cooperation, transport infrastructure projects are being implemented, which contribute to strengthening the country’s economy and creating new jobs.
At the end of the meeting, the Chairman of the Halk Maslahaty of Turkmenistan and the Director of the ADB Resident Mission in Turkmenistan expressed confidence in the further successful development of bilateral cooperation, the implementation of promising high-tech projects that will contribute to the harmonious development of the country.
Then, with the participation of the National Leader of Turkmen people, the Memorandum of Understanding was signed between the State Committee for the Construction of Arkadag City under the President of Turkmenistan and the Asian Development Bank.
The signed document is aimed at cooperation in the development of energy, water and urban development industries in the Arkadag city, built in accordance with the concept of smart and green city applying modern advanced technologies and digital solutions. At the same time, the Memorandum provides for measures to introduce relevant technologies, in particular water and energy conservation, the development of renewable energy sources and water reuse, as well as the exchange of best practices in the development and implementation of new projects in these areas.
At the end of the signing ceremony, the Director of the ADB Resident Mission in Turkmenistan in his speech emphasized the special role of President Serdar Berdimuhamedov, as well as the Chairman of the Halk Maslahaty of Turkmenistan in promoting investment projects implemented within the framework of ADB’s cooperation with our country. A proposal was made to organize an official event on the occasion of the 25th anniversary of cooperation with Turkmenistan, which will mark many years of successful joint activities.
The National Leader of Turkmen people approved the proposal, expressing confidence that the document signed today will contribute to the achievement of the set goals and wished everyone success in their work.
