Role of Neutrality raised at the OSCE Permanent Council

On 11 September 2025, during the meeting of the Permanent Council of the Organization for Security and Co-operation in Europe (OSCE) in Vienna, the delegation of Turkmenistan once again drew attention of the OSCE participating States to the principles of neutrality in international relations. Discussion took place during the presentation of report of the President of the OSCE Parliamentary Assembly H.E. Mr. Pere Joan Pons Sampietro to the Permanent Council.
Turkmenistan reaffirmed its commitment to the principles of positive neutrality underlining that it is recognized by the United Nations and remains the cornerstone of foreign policy. In this context, Turkmenistan within the framework of the PA OSCE has also launched initiatives aimed at fostering dialogue and reinforcing the principles of neutrality to promote peace and security. Ashgabat successfully hosted two OSCE PA international conferences in 2023 and 2024, which brought together parliamentarians, experts, and representatives of international organizations.
The importance of organizing regular conferences focused on promoting multilateralism and principals of neutrality as a key tool for strengthening mutual trust and cooperation was emphasized at the meeting.
